The purpose of Level I is to prepare new officials to begin officiating minor hockey. Saskatchewan Hockey Association Referee's Division currently has 1,437 male and 141 female officials that are Level I.

To become a Level I with the Saskatchewan Hockey Association, an individual would attend a one day clinic where the official would be instructed on rules, procedures, and equipment requirements. At the end of the clinic the official is presented with a certificate certifying them for the upcoming hockey season.
